The aluminum body and 4bt say yes, but the aerodynamics, high rolling resistance, short gearing and 4 speed non-overdrive say no.

Maybe if kept under 40 MPH and accelerating with a featherweight foot it might reach mid-20s MPG. But, not even LLVs get that much fuel economy.
